Registration Steps (Combined Application)
- Register for Withholding and UI Tax Accounts
- Go to the New York Business Express Application
- Click Apply Online
- Under “I Need a NY.gov ID”, click Register here
- When prompted “Would you like UI-related mail to be sent to a payroll provider?” select No
- Complete the full application for both withholding and unemployment

New York Disability Benefits Law (DBL)
New York State requires most employers to provide disability insurance coverage for employees who cannot work due to non-work-related illness or injury.
- Disability premiums are funded through employee payroll deductions.
- The deduction rate is 0.5% of wages, up to a maximum of $0.60 per week.
- Check will automatically calculate and withhold the required DBL deduction from employee wages.

- Visit NYC e-Services Portal
- Click Create One to begin registration
- Answer the required questions
- Click Register Taxpayer
- Enter your business name and create login credentials
