1. Online Registration
- Under Business Resources, select Register a Business
- Complete the form online
- Your Withholding Tax Account Number will be issued immediately
2. Paper Registration
- Download and complete Form R-1: Business Registration
- Review the R-1 Instructions
- Submit via mail or fax to the Department of Taxation

Virginia State Unemployment Insurance (SUI) Tax
The Virginia Employment Commission (VEC) administers unemployment insurance.

Registration Steps
1. Online Registration
- Use the same Virginia Tax Online Services for Businesses
- Select Unemployment Insurance as a tax type during registration
- Your SUI Tax Account Number will be issued immediately
2. Paper Registration
