Third Party Administrator (TPA) Access

Grant Third Party Administrator access across various states with specific instructions for each.

A handful of states require that your client provide Check with Third Party Administrator (TPA) access to their websites so we can communicate on their behalf with the state, in a timely manner.

Listed below are the states and their respective instructions to grant Check TPA where necessary:

California: California Employment Development Department (EDD)

In order for Check Technologies to achieve Third Party Administrator Access it is necessary for the client to provide one of the following items.

  1. Total Subject Wage Reported - from one of the last three Quarterly Contribution Return and Report of Wages (DE 9C) filed.
  1. Reserve Account Balance - from the most recent Notice of Contribution Rates and Statement of UI Reserve Account (DE 2088).
  1. Payment Amount - one of the last five payment amounts received by the EDD
  1. New Employer - This is a brand new registration and none of the above items are applicable.

Colorado: Colorado Department of Revenue

In order for Check Technologies to achieve Third Party Administrator Access it is necessary for the client to complete the following steps.

  1. Log in to your account at Colorado.gov/RevenueOnline.
  1. Click on "Manage My Profile" at the top of the screen.

  1. Then click "Grant Third Party Access" in the "Access" box.

  1. Click "Next" on the bottom right of the screen.
  1. Enter the requested information on the "New Third Party Access" screen and click "Submit."
      • You will need the following information:
        • Check's login = Checkhq
        • Access level = ALL ACCESS
        • Access start date = beginning of the first quarter you are running payroll with Check (ex. Q1 2021 = 1/1/2021).
  1. Verify third party access was granted:
      • Account Owner/Taxpayer
        • The third party account will fill in on the "Manage Third Party Access" page. You can see this by clicking on "Manage My Profile."
        • Then click "More…"
        • Selecting "Manage Third Party Access" in the "Access" box.

Hawaii: Department of Labor and Industrial Relations

In order for Check Technologies to achieve Third Party Administrator Access it is necessary for the client to complete the following actions.

  1. From your homepage at Hawaii - Unemployment Insurance, click Employer Services on the right panel.
  1. Log in to your account.
  1. Click on User Management to see options.
  1. You will see a request from Check with a Service Company role.
  1. Under Actions on the rightmost column, click Approve.

Iowa: Iowa Workforce Development

In order for Check Technologies to achieve Third Party Administrator Access it is necessary for the client to complete the following actions.

  1. Log in to myIowaUI
  1. Click Assign Agent in the left sidebar.
  1. When prompted to enter an Agent ID enter Check Technologies Agent Number: R2579839
  1. Under the Assign UI account roles, select Manage Payments, Submit/change Wage Detail, and View Transaction History.

Indiana: Uplink Employer Self Services

In order for Check Technologies to achieve Third Party Administrator Access it is necessary for the client to complete the following actions.

  1. Log in to ESS
  1. Click User Maintenance > User Information in the left sidebar.
  1. Click to expand External Account Authorizations (Agent)
  1. Click Add Agent
  1. Leave the Agent Business Name blank. Enter the Agent ID: 120389
  1. Click Next on the agent line
  1. Under the Authorization level select Wage Records.
  1. Select the important information checkbox and then Next

Massachusetts: Massachusetts Department of Unemployment Assistance

Follow the instructions for authorizing a third party administrator by visiting published Massachusetts Department of Unemployment Assistance web page.

  1. You will need Check Technologies’ Third Party Administrator ID.
    1. TPA ID: 111213
  1. Assign the following roles: Account Maintenance View Only, Payments Update and Submit, and Employment Wage Detail Update and Submit

Minnesota: Minnesota Employment and Economic Development (MNDEED)

Follow the instructions at this link published and maintained by the Minnesota Unemployment Insurance Program.

  1. You will need Check Technologies’ Third Party Administrator ID.
    1. TPA ID: AG021422
  1. Assign the following roles: Account Maintenance View Only, Tax Payment Update and Submit, and Wage Detail Update and Submit
 

Missouri: UI Interact

  1. Log in to your account: Visit the UInteract website at uinteract.labor.mo.gov.
  1. Navigate to Access Management: Once you are logged in, go to the "Account Maintenance" section, then select “Third-Party Details” link.
  1. Add a new TPA: Click the link to add a new TPA. You will need your TPA's agent ID: 834490700
  1. Specify access and roles: You must specify the type of access the TPA needs, such as filing wage reports, making payments, and processing bulk filing.
  1. Review and submit: Review the request and submit it. You will receive a confirmation once it is successful.

New Mexico: New Mexico Department of Workforce Solutions

Follow the instructions in the Assign a Third Party Administer Guide published and maintained by the New Mexico Department of Workforce Solutions.

North Dakota: North Dakota Taxpayer Access Point (TAP)

In order for Check Technologies to achieve Third Party Administrator Access it is necessary for the client to provide the following item.

  1. Entity Type -
    1. Association
    2. Corporation
    3. Government
    4. Individual
    5. Limited Liability Co.
    6. Partnership
    7. Sole Proprietor
    8. Transmitter
    9. Trust
  1. Letter ID (from a recent letter issued on the account)
    1. Notion image
  1. Approve the requested access in TAP

Oklahoma: Oklahoma Taxpayer Access Point (TAP)

In order for Check Technologies to achieve Third Party Administrator Access it is necessary for the client to provide the following item.

  1. Sign in to your Oklahoma Taxpayer Access Point account
  1. Click Allow Third Party Access
  1. Create a Passphrase
  1. Provide Passphrase to Check
  1. Check will then request access using passphrase
  1. Sign back into OKTap and grant “all access” to Check Emp

Pennsylvania: Pennsylvania Office of Unemployment Compensation

In order for Check Technologies to achieve Third Party Administrator Access it is necessary for the client to complete the following actions.

  1. Log in to UCMS
  1. Click Employer Profile in the left sidebar.
  1. Click on Manage Representative from the drop down menu.
  1. Select the Add New Representative link
  1. The following will need to be completed three times.
    1. Add Check’s 10-digit ‘Representative Identifier’ (9318336670), today's date, and select Contribution Rate Information, then click Submit.
    2. Add Check’s 10-digit ‘Representative Identifier’ (9318336670), today's date, and select Delinquencies and Account Discrepancies then click Submit.
    3. Add Check’s 10-digit ‘Representative Identifier’ (9318336670), today's date, and select Filing Quarterly Reports and Adjustments, then click Submit.

Philadelphia, Pennsylvania: Philadelphia Tax Center

In order for Check Technologies to achieve Third Party Administrator Access, Check will request access directly via the Philadelphia Tax Center. The client will receive a physical letter, and will need to share the Letter ID back with Check.

Texas: Texas Workforce Commission

In order for Check Technologies to achieve Third Party Administrator Access it is necessary for the client to complete the following steps.

  1. Login to your TWC online services account.
  1. Click on “User Admin”, to the right of the “My Home” tab.
  1. Select “Applicant List” under the “Quick Links” table. You should see “Kohl, James; Check Technologies”.
  1. Under the “Action” header, click on “Review”. If you don’t see “Kohl, James”, it is because Check Technologies hasn’t requested access due to online account limitations. Please verify you have set up an administrator for your TWC account.
  1. On the “Review Applicant” page, click on the “Approve” button.
  1. On the “User Permissions” page, click the checkbox for the following permissions:
    1. Manage Wage Reports
    2. Make Payment
    3. View Payment
  1. Click “Submit”
